EDIT: I resolved this. For some reason in Photos > Settings > iCloud, the iCloud Photos check box was unchecked. I must have done this as a test last month and forgot about it. Sorry for any randomization.
I'll leave this here in case someone else runs into this problem but it's ok for admins to delete.

When I open the Photos app on my Macs (iMac or MBA) the last photo synced is from September 16th. No new photos have been downloaded to these devices. I can see them all in iCloud via web and it looks like they are all there on my iPhone but I would expect that.
On my MBA, I turned off syncing for Photos. When I tried to enable it again, it asked me for my password. Then it asked me if I wanted upgrade my iCloud storage. I chose the 50GB plan which I already have. But next screen was acting like I needed to pay for it which I already am with my Apple Card. I checked the official Apple Support article on this and it says not to turn off Photos. Too late for that now.
I am running close to my iCloud storage limit in case that means something (using 46.3GB of 50GB) but shouldn't I get a message specifically about that if it was due to that?
I have tons of storage on both devices so it's not like it can't be stored locally. This was happening in Sonoma so I don't think this is yet another issue with Sequoia.
Anyone else seen this? Know what's going wrong?
