I seem to be having an issue imprting old MPEG-1 videos into photos. While the videos seem to import with no fuss and play back normally, the problem is with maintining the date and time when importing. Instead of using the date and time the file was modified, it simply just imports it with the date and time I imported it. Surely enough, when I open the file in Finder, I may have found the problem, there is a date modified but no date created. Yet, in the past, imports with this same camera worked. Did Apple break something in an update?

I wasn't aware that it would ever work that way. You are likely going to have to use an alternate method to convert the modified date to EXIF data before you import into Photos.
