Context: got new iPhone 12 Pro Max on Friday, set up phone from the most current iCloud backup I had. Everything restored fine, all photos came in. Messages app was stuck on "Downloading messages from iCloud" for a while but finally went away.

The issue: photos sent in messages are not showing up in the info card (tapping i in each conversation), or when I pull down to search. If I scroll up on each conversation, I can see all the photos had been downloaded and I can view the photos fine.

Some details to note: whenever I log out of iMessage in settings and log back in, I get a message that says my iCloud and iMessage accounts don't match even though I know they should. I did change my email address for the iCloud account a year ago, this might have something to do with it, but haven't had any issues with it until now. Also, the first time I had restored from a backup, full photos history would populate in info card for some conversations but not others, but when I wiped the phone and restored from backup yesterday, no conversation has photo history populated.

Had contacted Apple support and they told me after going through some troubleshooting steps (signing out and in of iCloud, turning on and off phone, etc), that they would escalate problem to engineers but they didn't have a solution.

Has anyone encountered this issue and has a possible solution?
