Photos not syncing between iOS devices, iOS or iCloud issue?

Hi there,

I have an iPhone 6+ and an iPad Air 2.

Photos taken on either device do not show up on the other.

iOS on both devices is 10.0.2

Same iCloud account (200Gb storage) on both devices.

All photos taken on both devices appear in Photos on MacBook Air (OS X 10.11.6)

iCloud signed out on both devices which were then restarted and iCloud signed back in.
