Photos not syncing to new 12.9 pro

for some reason everything has backed up but photos haven’t

Any Suggestions? Tried switching upload on and off again. And switched iPad on and off.

Any reasons why it wouldn’t upload my Albums?

Turn off iCloud photo library on the iPad, delete any photos already on iPad when it gives you the option to do that, restart (probably not needed but just to be sure) then turn iCloud photo library on again.
p.s. it may need to be plugged in to do the initial big download, I've noticed that behaviour on my last couple of iPhones.
