Guys,
I have an iPhone XS Max and until recently under Settings/General/iPhone Storage/ it showed that iClod Photos was happily updating itself. The last time I noticed it said 86% complete.

Today however, I took a photo but on opening my iPad I noticed the photo taken on the iPhone was not showing in iCloud on the iPad.

Going back to the iPhone and looking at the Settings I now see that the iCloud Photos is showing 0% uploaded.
No matter what I do I can not get the iCloud Photos to upload.

Any ideas please?
 
Really appreciate your efforts Akash;
That was the first thing I did but after 4hrs it never budged, remained at 0%.
I’ve tried signing out of iCloud, resetting network settings then full power down followed by connecting back to WiFi all with mobile network turned off and finally log back into iCloud.

The next step is start as a new phone but that’s a last resort, hence if anyone else has other ideas first.
