Hi

I have an iPad Pro 10.5 with 256GB and iphone X with 256GB and a MacBook Pro. I have the Photos settings in the iPad and iPhone the same. Using:
iCloud Photo Library - on
Optimizing Storage - on
Upload to my Photo Stream - on
Upload Burst Photos - on
Icloud Photo Sharing - on
Summarize Photos -on
View Full HDR (iphone) - on
Show Holiday Events (iphone) - on
Transfer to Mac Automatic - on

When I look at the storage for each, the Ipad shows photos are taking up 103.03GB while the iphone shows 2.55GB.
I'm confused can anyone help?

check to make sure that the iOS setting on each iOS device in the Photos setting does have Optimize Storage set as on.
it needs to be connected to WiFi, plugged in to power, and screen not active for the optimization process to occur. which could take overnight.
you can check the progress in Settings/General/iPhone (iPad) Storage.

also: do you need "Upload to my Photo Stream" turned on? it looks like you use iCloud. you can turn off the Photo Stream setting.
