So what am I doing wrong?
There is no way to change the paper orientation in Photos. I've tried everything. All of my photos in Photos print like this, no matter what orientation they were taken in, or whether they have been rotated or not.

The paper orientation is controlled by your printer driver not the Photos app. Which color printer are you using and have you tried to update the driver for Monterey?

Something is not right then. Your Epson Printer is not being identified, all you're showing is a generic Color Printer which is why you can not change the orientation.

When I print with Photos, it shows my Canon Printer and all its options. You probably need to remove the Epson Printer and then properly install it so that the system recognizes it as such. Then it will allow you to print the proper orientation.

It was properly installed, I just changed the name to "COLOR Printer," as I have five printers which gets confusing.
Anyway, thanks for the suggestions.
I did finally solve the issue, in case someone else has the same problem:
In "Printers & Scanners" right click on the list of printers and "Reset Printing System"
Just removing each printer and reinstalling it doesn't work: the entire printing system has to be reset, and then reinstall each printer.
