Not sure if iOS or macOS would have been a better location for this, but anyway, I chose iPad.

I have an iPad Pro and I prefer to back it up to and sync all music and photos to my computer via iTunes. I also have My Photo Stream activated on the computer and the iPad so that photos I take with my iPhone automatically sync to all devises. The problem is, when I sync the iPad with the computer it duplicates the Photo Stream photos on the iPad because they were already there to begin with. This is irritating because I either have to live with having all the duplicates or go in and delete them which is what I normally do.

So, I’m trying to find a way to keep My Photo Stream active on all the devices without those photos duplicating on the iPad when I sync it. I realize that I can stop syncing the photos and just let Photo Stream do the work, but then I will miss out on syncing photos that I have edited on the computer, or imported to the computer from other sources like my other camera or scanned images.

Does anyone have any solutions, suggestion or recommendations?

I've had long standing issues with photos syncing to any of my devices. I did find that one suggestion from an Apple Rep seemed to help more than the others (made multiple calls). It's not perfect but it's what I settled with. The Rep said to use only one (my iMac) to manage photos. You may want to call Apple to see what they have to say to you.
 
It’s not clear, but is the duplication occurring on your computer? But it sounds to me like manually syncing your iPad Pro photos to your computer is duplicating the My Photo Stream upload process (which sounds like is also activated on your computer).
 
I've had long standing issues with photos syncing to any of my devices. I did find that one suggestion from an Apple Rep seemed to help more than the others (made multiple calls). It's not perfect but it's what I settled with. The Rep said to use only one (my iMac) to manage photos. You may want to call Apple to see what they have to say to you.

I believe that the duplicates were showing up randomly everywhere. It was very frustrating. I even purchased apps that delete duplicate photos but ended up doing what I mentioned above.

Sounds like a more complex issue than I thought, especially as occurring on all devices. I have both “iCloud Photo Library” and “Upload to My Photo Stream” turned on all my iPads, and don’t exprience duplicates. The only difference is that I don’t manually sync my iPad or iPhone photos to my computer. I just let iCloud do that automatically to get access to those photos from all devices. So if it’s not the manual sync causing it, I’m not sure what’s the culprit.
 
Thanks all for your replies. In my case the dups appear on my iPad not my computer, and it's only the Photo Stream photos that are duplicated. I assume it's because they are originally added to the iPad via Photo Stream, and then again when I sync with my computer. I guess I'm expecting the computer to see that those photos are already on the iPad and so it should not sync them to it again. It would seem logical if iTunes had an options to sync all photos except Photo Stream photos.
