iPad Pro Photos taking up space on iPad but not on iPhone via icloud

I'm confused. Same exact settings, same amount of pics and vids, but my iPad Pro 10.5 shows almost 7GB of photos and camera being used in the app but on the iPhone, it's not even 1GB. All are being kept in iCloud and optimized.

I assume this is an iOS issue but I thought I'd ask in this forum seeing I noticed it solely on my iPad Pro.

Any ways to get that storage down to arch the iPhone?

Isn’t that the point of the optimisation? It uses more space if there’s space available.

I'd assume no, my iPad Pro is 64GB and my iPhone 7 Plus is 128GB. There is about 90GB left on my phone
