Photos, "This Mac only..."

Hello,

Can someone explain the meaning or relationship when iPhoto states that I have 10,000 photos, but 600 are "This Mac Only?"

Is it recommended that the 600 should be moved to iCloud or the 10,000 moved to "This Mac only?"

How to preform those steps would be good to know if you can help me. TYVM! /Peter F.
