I upped my iCloud storage to 2TB mainly so I could use multiple cameras for HomeKit secure video but also then decided to put all my photos in Photos in to iCloud. I have about 33k photos on my iMac which is connected via ethernet to my network and my upload speed is about 36Mbps but after 3 days its has uploaded less than 2000 photos.

Any idea way its so slow, at this rate it will take weeks to upload them all

Not surprising at all. For that many photos, it definitely takes many days to get them uploaded.
 
The speed at which the photos upload also heavily depends on your internet connection method. Days (or weeks) to upload tens of GBs of photos is entirely reasonable for many.
