Photos upload to iCloud

After importing some pictures from an external USB3 HDD, my Photos upload to iCloud is paused with the message 'Not enough local Storage'.
I have storage optimization on in Photos, 1,7Tb free on iCloud, 175Gb free on my internal 512Gb SSD.
Macbook Pro mid 2015, Mac OS Catalina.

What could be the problem ?
