iPhone Photos - Years Months Days Grayed Out?

On 13 and these items are grayed out. Any ideas?

Yeah it's a no go for me. Wondering if it has something to do with my downgrade. Went from 13.1 b3 to 13.0. Did a backup. Downgraded. Backed up. Wiped. Restored. Everything else is fine.

This is what it looks like. Can't tap any of the buttons.
