I’ve been having a problem getting all my pictures off my MacAir when I try to sync with my iPad and iPhone. I’ve tried many ways but have not been successful. This problem started around IOS 11.

I think you're going to have to give us more information in order to solve this problem. Were you syncing photos using iTunes on the Mac? The current iteration of iTunes has made that a bit more difficult to do, but I think it is still possible using drag and drop onto the device.
