I'm doing a comic-book style image in Photoshop and I'm using the standard technique: the outline is a black bitmap on a Multiply layer while the colour is added on normal layers below.

However, I want to do a colour outline. This doesn't look so good on a Multiply layer, as the outline becomes translucent: I want it opaque.

I'm thinking of removing the white from outline layer, and changing the layer to Normal.

However, I want to do a colour outline.

Do you mean a colour hold, where you change the colour of part of the linework itself?

If so, create a completely empty Normal layer above your linework, with no fill.

Load your linework as a selection by CMD-clicking the thumbnail of the linework layer (you can hide the selection with CMD-H if you find the 'marching ants' distracting). Then simply paint in the colour of your choice over the top of the linework you want to change.

Cheers!

Jim
