Can someone please explain to me how to use layer masks properly? Example: I have a photo where I want to boost the saturation ONLY in the sky. I'm unsure as to how to do this.

I tried adding a new layer mask to a new layer, and then tracing the sky with the lasso, but I don't know what to do then, or if that's even the best way to do it.

Help would be greatly appreciated, thanks!

For what you describe, a simple adjustment layer will do.

1) Select the sky using whatever selection tool(s) you prefer. (This much is an art in itself.)

2) In the Layers Palette, click on the "create new fill or adjustment layer" button at the very bottom (it looks like a circle that is half white and half black), and select "Hue/Saturation...".

3) Adjust the sliders in the dialogue box that appears.

4) If you see that your selection wasn't perfect, edit the mask (which will now be visible on your adjustment layer) by painting on it.
