How to reduce the size of an image without reducing its clarity? For ex: if the image is 1000 pixels by Width and 750 pixels by height, how to resize the same to 300 x 250?
 
Well, if you are seeing clarity loss, make sure it's in RGB or CMYK mode, not Indexed Color.

Then Image > Image Size, Width 300px
 
In your example 1000 x 700 scales to 300 x 225.

I would get the height to 250 first (the width would be 333px)

Then I would use canvas size to adjust the width to 300px.

The clarity is being reduced as you are reducing to a nonstandard size from the original. You are skewing the image, therefore changing the look and clarity.

I normally don't have an issue with clarity if I just resize one side, and if needed crop off the extra on the other side. If needed I also do an USM sharpen the image.
