Hi

I have noticed that my Photo streams have not loaded the photos completely.

Thumbnails: Only load when I have them on the screen (takes a second or two) but then remain.
Photos: Only actually load when I click the photo, there is a little dial that marks the download process.

Problem: I am traveling a lot and do not have unlimited data abroad, last month I used 1.5 GB abroad just looking through some photo streams because data was used loading photos (because of the photos are not loaded completely until I click on them).

I assume that is the way of apple not wanting to use too much space (they are still selling 16GB phones).

Question: Is there a way to completely download all the photostreams? -> Only other option is to browser through all the photos manually once and let them load which will take hours

You have your iCloud photos set to optimise space. It does this by downloading as you view them. You need to change the setting to store on your device.

The setting you're referring to is for iCloud Photo Library only, not My Photo Stream or Shared Photo Streams. Photo Streams always require downloading to the device (one time) to be viewed in higher resolution. This is best done over Wi-Fi if possible.

This is for icloud photo library, which i have turned off. I am taking about shared photostream that I created by myself or that I have been invited to.
