Well not sure what you're trying to do here but I'll try my best to help....
There is an app in Cydia called shrink which may help you. Or if you're trying to make your icons look nicer for the retina screen on the iP4 you can purchase an app from the appstore called resize-photo, it's .99 and you would want to scale the icon down to 114 x 114
