PHP - mkdir Permission denied

so ive got a script where a user submits a form with some data in it and its dropped in a database. this form is located in a folder one level under the root. im trying to get this script to create a series of directories and a file at the bottom of the directories when the form is submitted. however, the directory i want these in is also one level down from the root. im getting a mkdir "permission denied" warning when i run it. i think it might have something to do with the fact that it has to pass through root or something. i really dont know what the hell it is. is that a typical problem? or is it a permissions problem i would have to get my hosting to figure out?
