Sorry is this has been asked before, but what can you do if you get a picture in an email and it's not being displayed? I just see an icon with a long number followed by .jpg. I'm using the Mail App and it's an iCloud email account. It doesn't happen all the time but is still frequent. Is several instances, the problem only happens on my iPhone 6s Plus but the picture is visible on my iPad Pro, both on the most recent iOS, 9.3.5 at this time. I've tried hard resets. Also I tried searching the apple support and the forums here, but found nothing helpful. It's been a persistent problem that's really frustrating me.

Do you have Settings > Mail > "Load Remote Images" turned off?
It's turned on. I've also tried turning off the mail option in the iCloud settings, and turned it back on, hoping to reload the app contents, but with no success. What seems most unusual is that on another iOS device, my iPad Pro, pictures load fine. They also load fine on my MacBook Pro.
