Can anyone shed some light on whether you can use Voice Commands for calling while the screen is locked (via PIN Lock), for example while driving.

I'm forced to use a PIN Lock. With Siri, I can still use the Home button to tell an iPhone to make a call and it will, regardless of Lock status. This is very convenient for driving.

Can the same be done with Android? It seems it cannot as I would have to turn the phone on, unlock the device by inputting my PIN and only then would I be able to use Voice Commands.

I just use the bluetooth in the car. My truck doesnt have it built in like my car but i have a Motorola visor clip on device for that that works really well.

Anyways, i dont know about all devices asside from Nexus 5 and Moto X but you can just say "OK Google" and tell it who to call and it does it. Of course on the Nexus 5, you have to push the side button first and unlock the lockscreen with a swipe. Moto X you dont.

That is what I was referring to. Disappointing that the security "features" prevent a simple voice activated phone call from being made without having to turn the phone screen on, look down at the phone, enter a PIN and then tell it to make a call.

It works on my Moto X, though with Google Voice prompting me to use my GV number or my cell number (for caller ID on the other end) I still need to unlock the phone to make the call because GV pops a prompt that needs interaction. With Google Voice disabled for outgoing calls it works perfectly fine. I DO have a PIN forced.

I think the Moto X does allow it with the touchless controls. I tried the Moto X but the camera was sub-par (slow and the pics exhibited banding during many lighting situations) as compared to the 5s and Nexus 5.

The camera is important enough for my uses that I gave up the touchless controls, which I think are very cool, and moved to a Nexus 5 which is what prompted my question.
