Here, where else?
Ever since 14.4, my pinned tabs in Safari gets "soft" wiped every time I quit and launch it again. They come back if I open a new window right after launch(in all non-private windows). It's been 9 months and 1 major OS upgrade later(on 15.2 now), and this is seemingly never fixed, I've had to just let a few tabs sit unpinned all the time taking up much more space. Moreover, I seemingly can't find anyone else with this issue...

Troubleshooting info:
  • Restarted the Mac dozens of times
  • Updated macOS and Safari with every update since 14.4
  • It's set to open "All windows from last session"
  • New windows and tabs are set to "Start Page"
  • Switched between compact and separate
I only have AdGuard for Safari enabled, doesn't seem to make a difference with it on or off. Is there anything else I can try or have I missed some super obvious setting here?

you might want to reset safari (altho you'll lose all the cookies, etc). or perhaps there's a preference file to delete?

the fact that the problem has persisted indicates it's something with your setup. have you tried creating a test admin account? and trying safari there? and does the problem persist?

try booting into safe mode... then rebooting normally.

anyway, just some guesses. perhaps someone else here will have some ideas...

@fisherking I haven't gone that far just yet(I'd like to keep my history & cookies for now). Was hoping to try all "easy" options before going into the nuclear ones.

But I did notice something very strange today while testing out a couple of things: I closed all my windows, restarted, opened a new fresh one, and suddenly the newly pinned tabs started surviving relaunching Safari! But as soon as I opened a private window with just one website, the pinned tabs in the non-private window started disappearing in-between restarts until I opened a new one again...

Is there anyone else who can reproduce this?

I’ve not noticed the exact behavior you’re reporting… however I have noticed that additional Safari windows won’t show pinned tabs in all circumstances, only the “first” instance of Safari. For me it’s a minor glitch that only occurs if I (for example) drag a tab out so that I can reference something on two different Safari tabs at once.

One thing I’m pretty diligent about, though, is quitting Safari fairly often (Command-Q). I’ll do that many times a day, usually. So it’s possible that some circumstance exists that I’m avoiding by doing that.
