My new pixel 4 XL always says waiting to backup. After trying multiple reboots and re adding google accounts I contacted level 2 google support. They asked me to disable all screen locks and try. It works with no security on. As soon as I out the pin back it goes back to waiting to backup.
I asked them how's this a solution and waiting for reply

Anyone else face the same issue? Seems like the android P issue

Leave security on. Change your pin. Change your pin back. That fixes it for some people. I can't remember exactly what I did to fix this on my Pixel unfortunately. Although I think that was it.

Tried that. Still no luck

The only solution is to turn security off and turn it back on. To be honest, just stop worrying about forcing backups, it will happen when it happens (if you have backups enabled). Even if you force a backup, not everything gets backed up. This is one of the worst designed features on Android and it has never had any improvement nor support since it was initially introduced.

I was able to fix this by running the backup using ADB. This was suggest d in the XDA forums as this seems to be an issue with android pie. Once informed the backup using this method, it seem to work fine.
So it's worth a try.

You're right. I forgot about this. This was one of the methods I used as well. I ended up giving up on it shortly after b/c disabling PIN/Face unlock and re-enabling them ended up being more convenient at the time.

You can try it now. After the first backup using ADB the auto back works every night. No need to do anything
