Is it fair to say that all files that are playable on an ATV will be playable on the Ipad. I am just wondering if all the time/effort I put to get files to work on the ATV will work immediately on the IPad. I apologize if this is an obvious question but I don't 100% undersand all the file types. Thank you.

Obviously no guarantees, but yeah - I don't think you'll have any worries there. ipad will be able to output slightly better videos (720p at 30fps).
Check out the Air Video App. I tried it on my iPhone and my iPod touch and it works great. It streams ANY video format, not just MPEG-4. Not sure about quality.
Not necessarily, at least not with video files if the iPad is like the iPod Touch and iPhone. The Technical Specifications iPad page on Apple's sites can give you the maximum resolution and frame-rates for iPad videos. Rented and purchased standard definition videos from the iTunes Store will work with both but if you are encoding DVD rips with the freeware Handbrake only the files that have the iPod 5G compatibility option selected will work in all devices.
I'm not certain what you mean by "output," but the iPad is limited to VGA output at 1024x768 (through the dock connector). Thus, although the iPad will decode 720p the actual output is limited to 1024x768. Since that resolution is below 1280x720 (i.e. 720p) you can't really call the iPad an HD device.
In any case, it should be able to decode any of the HD content that Apple sells through the iTunes Store. However, the iPad won't be able to handle or output multi-channel audio (it's limited to stereo).
