Plug for Quickview of MKV files?

Is there an app or plugin that make MKV files compatible with Finder's icon preview or Quickview?

I don’t think there is. I only know of a plugin to show static preview images in Finder and QuickLook. From what I understood, ever since Apple switched to a new media framework in Mavericks (AVFoundation), QuickLook lost its extensibility for unsupported formats and codecs. That is perhaps the biggest reason why the discontinued Perian plugin will also not work.
