I currently use Downcast with iOS 10 beta. It's been crashy lately and most likely will continue to be buggy until they can push out an updated version for iOS 10.

So, I'm looking for an alternate podcast player. Is the iOS 10's version of podcast app better than iOS 9's? Or is it pretty much the same?

I have not noticed any differences in it. Think it works pretty well.

Have you considered trying Overcast?

I haven't had any issues with Overcast nor PocketCast.
Both work well and are excellent.

Podcast app is buggy too. Random stops will happen.
I am not sure if this will help, but many have reported the random stops you mention. Try turning off 'hey Siri'. This may help. It eliminated the problem for me.

Thanks. It doesn't sound like the podcast app saw much changes in iOS 10.

I'll take a look at overcast again. It's hard to go back to the stock podcast app after using third party alternatives. I've gotten used to being able to advance or rewind using the remote control. So much so that now when I use the stock app I'm accidentally skipping to next track or starting over quite often.

I'm hoping the podcast app gets a refresh to stay consistent with the music app... it seems like the last podcast app refresh happened in the middle of the iOS 9 beta cycle... To make it consistent with the then new music app... So here is hoping that history repeats it self.

Currently there is a "hey Siri" bug that effects many apps, but particularly the podcast app. It causes the podcast to keep pausing. Disabling "hey Siri" usually fixes the bug, for now.
