I wantend to see if this is an app issue, or an iOS RAM limitation. I've noticed this with both the stock podcasts app, as well as Overcast. Say I don't use the app for a few hours. I then use 3D Touch to resume playing the podcast I was listening to earlier. Now, I'm launched back into the app, and the podcast will not start playing unless I press the play button again. However, if I 3D Touch into a different, unplayed podcast, it begins playing automatically, no matter how long it's been since I've used the app.
Additionally, if you use Apple Music, 3D Touch to Beats1. No matter how long the app has been unused, the station always begins playing almost immediately.
Using iPhone 6s Plus, iOS 9.0.2. I've submitted feedback to Apple as well as the developer of Overcast.
