Poor wifi performance after ios9 install

I bought a new iPad air2 the other day which came with iOS 8.3 pre installed. After it updated to iOS 9.0 there seems to be a major lag opening and using most all web pages. Is anyone else having this problem, and if so have you been able to correct it? I also have an old iPad4 that is on ios9 and it has no problems at all. What I have done so far is forget wifi location, then tried 2 others I have access to and no luck. Then went into settings, removed wifi connections and rebuilt. Then reconnected on my 2.4 connection and still having this problem.

Try to reset them (from General). There's an option dedicated to network.

I tried that but the problem is still there :-( it seems I'm running out of options. I just don't understand why the things I have tried hasn't helped.

Try to restore your iPad using iTunes.
