If I wanted to use the portable external hard drive:

WD 4TB Elements

WDBU6Y0040BBK​

Would that work with the iPAD Pro 10.5? If so, what do I need?

I also have these:

29W USB-C Power Adapter

The idea is to transfer between the external HDD and the iPAD, using the app FILES. Do I also need to format this drive in a specific way?
 
It can't be formatted NTFS - doesn't work with iOS. I no longer have my 10.5 but I used a WD HDD with the camera adapter and attached power supply to it. I used exFAT drives with it.

I suggest a SSD like Samsung T5 or T7. Much quicker than a spinning drive when used with the iPP.

Why do you way that? From their datasheet:

"Reformatting required for other operating systems." There are other issues connecting mass storage to iPads.

Exactly IpadOS can't read NTFS, so you need to make sure it's formatted with a compatible fie system, like exFAT
