So finally in a few weeks here I will be upgrading to the 3GS. I heard at Apple stores that now they come with 3.1. Is it possible to get one with 3.0 on it if you get it else where like AT&T or Best Buy?

Yes, it should still have 3.0 on it. They don't usually ship the updates on the products immediately after it is available.
I hope so. I have 3.1 on my 3G and the battery is horrible and it's unresponsive when I try to update my music on it. Guess I will have to carry 2 devices for the next 3 weeks. 
Not exactly true there was a poster this weekend that stated his new iPhone already had the 3.1 update on it.
So either they are shipping or Geniuses where instructed to open and update.
Well if your a 3gs user it is almost needed to ensure that you will be able to jailbreak and unlock again as the 3.1 update makes this impossible due to imposing the "signing" process all software has to have now.

Yes, 3gs with 3.0 are available out there. I purchased one few days ago. Luckily, i did not upgrade to 3.1 (I don't want to mess up my brand new baby)
