Does anybody know if it's possible to run 32-bit applications on macOS Montery?

It looks like previous versions of macOS had a hidden kernel parameter (no32exec) to re-enable 32-bit support?

Even if this worked, does Rosetta 2 somehow support this for the M1 MacBooks?

Depends on what you want to run. I've installed PlayOnMac and got a few Steam games to work. (Roller Coaster Tycoon Classic and DuckTales Remastered)

So, going through the categories of things I could install using PlayOnMac, it's long, but i've had mixed results with Monterey.

Edit- I've only really used PlayOnMac Steam and nothing else so far.
