2.4 is from 2019 and is the bare minimum one needs to be in compliance with Chinas 5G RCS regulation.Not at this point. Apple is currently supporting RCS Universal Profile 2.4. The GSMA just released UP 2.7 which includes enabling replies among other notable features like recalling and editing texts. I would assume at some point Apple will update to the latest profile, but I’m sure they won’t be any any hurry to do so.
This is true, however if you can believe Wikipedia summaries it would appear that 2.5 and 2.6 offered little feature enhancements for the end user over 2.4. Version 2.7 on the other hand is a pretty major feature upgrade. I guess we'll have to see if Apple adds it in an 18.x update. It's probably more likely to be added to iOS 19 if they update it at all. I fear it‘ll be a long time until they advance their implementation, probably requires someone to force them.

Yes it makes sense to keep everything working correctly no matter the version, however hopefully Apple eventually updates to the latest profile. I wouldn't say it won't happen because time and time again people say Apple will never do something and then they do.For better or worse, the spec was designed with this in mind. If a user with 2.7 messages a user with 2.4, the protocol will notice it during the handshake and only enable 2.4 features for the 2.7 user.
