I have a jailbroken 4s. Clearing all data and settings is not successful. The phone locks into a blank black screen with a loading wheel and sits like this unresponsive until the battery dies. I am assuming this is because it has been jailbroken on iOS 6. Is there anyway to reset the phone or restore to factory settings without upgrading to iOS 7?

Reset all settings on a jailbroken phone is a definite no-no. You can attempt to use iLex Rat, but otherwise no there is no way.

Doing Reset all Settings on a jailbroken iPhone running iOS 5 or higher won't cause any problems. Just force restart the device and it'll turn back on like nothing ever happened. Same with doing a remote wipe with Find My iPhone. A simple hard reset and it's all back. That's because the wipe mechanism fails due to the checks put in place to prevent it from wiping the OS partition starting with iOS 5.

Is a hard reset the same as "erase all content and settings"?
 
A hard reset is not the same as wiling the phone completely. Is it possible to completely wipe all data off the phone without upgrading to ios 7?

If the device is jailbroken, no. There will always be something left behind. If it is not jailbroken, you can try the reset all option in Settings.

No, a hard reset is what Intell said above.
A restore is what wipes the phone completely but if you do that you'd be stuck with the latest ios 7.0.4 version. Or an erase all would also wipe it clean but as you know you cannot do that on a JB device.

Thanks for the clarification, it looks like the only way to remove the jb completely (before sale) is to upgrade the phone to 7.0.4.

You will get more money for it if you sell it jailbroken , if you looking to sell it that is , just use Ilexrat , and sell it jailbroken.
