Yes, as long as the backup is not from a newer firmware than you are currently running it will work fine. I have an iPad mini 2 running iOS 9.0.2. I have another iPad mini 2 (my gift to my brother) which runs iOS 8.4.1.
I do have a backup from my brother's iPad with iOS 8.4.1 and I do have the 8.4.1 .ipsw file.
