Is there any software or website that allows you to post on multiple forums at once (forum manager). If not what are the best forums to post questions about windows, OS X, mac, ubuntu, and all questions related to software and computers?

Most forum admins and moderators frown on that and it's usually against their guidelines. It's called cross-posting and can cause confusion with multiple answers spread out.
You can post questions regarding OS X, various Macs old and new, iOS devices, and Windows right here in Mac Rumors. As for Ubuntu, they have a separate forum you can join and post to. (http://ubuntuforums.org/)
