Sorry if this sounds dumb, but how did you do that with the apps?

I used the app Launcher. I created and "Extra Large" iPad OS widget and I can stack up to 24 apps in the widget and choose a background. There is the downside that tapping any of those icons quickly opens launcher and then the app itself. My iPad Pro is so fast that I actually don't see that process, I just see like half of second of a black screen - but it's a compromise I'll make since Apple won't let you customize the Siri launcher widget.
