Themes have been historically free with exception of "special ones" - and these were mostly by donation.

You can pay for an app that you can install as many themes as you want but not pay for themes individually because they are prone to bugs and imperfections. Most of the time I change themes frequently due to dislike or bug and pick something else, but in the end I always end up removing them because they hinder the functionality in some way.

Paying $3+ for one of them does not make any sense. But of course it is up to the individuals to make the decission to buy them.

The author can chose to waste as much time developing a theme as he or she wants to. That's how it has always been, and is.

There are countless free themes for windows\linux\osx on deviantart yet they never required a dime from. What makes their work/time any less valuable than these $$?.

I understand where you're coming from and in the past, I just stuck with the free themes and tweaks. I decided to bite the bullet and pay for the themes/tweaks that were worth it to me (Springtomize 3 & Eli7e).

Honestly, some of the free ones were half a$$ed and didn't work 100%. Springtomize has saved me from installing 5-6 other tweaks and Eli7e has loads of wallpapers (still & dynamic), LS themes, changes the UI, and is constantly being updated.

Check out the free tweaks or themes on Cydia and look at the change log... I bet more than half aren't even updated or have been abandoned since the last iOS.

Just my opinion.

Oh wait...

Why are you so against people charging for something they've worked hard on? Because other people choose to give their work away? If you don't want to pay, that's fine. That's your choice. Use free ones. There's loads available.

Other people see value in good work, and don't mind paying for it. Guess what? That's their choice. See how that works?
