Dock is from Virtual 2 called mesh dock.

If you install Tercio LSWidgets from Cydia, you will find it in /var/mobile/Library/GroovyLock It's called Tercio.LS3.

Sure. If you go to /var/mobile/Library/GroovyLock/Tercio.LS3/ you will find a Config.js file. Open that in Text Viewer and you can change the "sp" to "en"
