Powering off question

I noticed when I powered down my iPad earlier today the screen went blank for a few screens then then enterr pssscode screen came up... About 5 seconds later the screen went blank and thrn little spinning symbol showed up and then my iPad turned off... Is this normal? I'm used to the iPhone just going to the blank screen with spinning thing then turning off

I've only turned off twice since I got in April. Both times it is like it didn't finish. When I turned back on, there was the spinning wheel then black. Then I had to turn on again before I got the Apple logo.

I don't really turn it off, so not a big deal to me.
