Pre-Order iPhone 4 w/ Family Plan and other phone

I am wanting to pre-order the iPhone 4, as well as sign up for a Family Plan. But, it seems that it only lets me add another iphone for my second phone, which I don't want to do.

How can I sign up for a Family plan, and get a different phone for my second line?
