Hey will I be able to pre-order a no commitment iphone 4 for the full $599 price at apple.com on the 15th? If not what would be the best way of getting the phone on the 24th?
 
I'm sure you can if you're not eligible for upgrade pricing. I don't know what the deal is if you are eligible though.

We need more information on your current status.

If you are a new customer or an Upgrade Eligible or Even and Early Upgrade Eligible customer you will not be offered the "No Commitment" pricing when pre-ordering

When you start the pre-order process you will be asked for your information and the system will determine the best price for you. You can't just pick "No Commitment pricing".

If you really want the No Commitment price, you should reserve via Apple for in-store pickup and then tell them you want to pay the No Commitment price. Please note that a valid AT&T voice / data plan is required even at the No Commitment price. Just no contract and no ETF!
