Found this different pre-order launch time on the e-commerce backend of my business account. Wondering if it's accurate that business customers can pre-order 3 hours later at 8am PDT? Anyone else have insights to how business pre-orders usually work?

Just got this response back from my local Apple Store over email.

"Hi Paul,

Yes, Pre-orders submitted through business account portals go live at 8am PT. You can pre-order as a consumer at 5am, however the purchase will not be linked to your business account. FYI, the new iPhone modules are excluded from adjusted business pricing. You can always call us directly at 8am tomorrow and we can help you with your order.

Thank you"
 
You can have the purchase put towards your account, just go talk to your local business person at a retail store. I have to do this all the time.
