I'm using the gtx 770 powered by both slots of my motherboard and I want to run it at its highest settings (in a safe way) but I keep getting power failures and I've kind of fallen into an endless restart cycle.

I wonder if you're drawing too much power form the internal PSU?
I personally would just get an external 650-1000 watt PSU for any of these cards, which will also allow you to power more peripherals in the future.
I have a 650 watt external powering my GTX 780 Ti Classified. I hot-wired it by sticking and electrical-taping a paper clicking into the (I think...did it awhile ago) green and black holes on the PCI power connector to create a full circuit (so it's always running without having to actually be plugged into the motherboard), and then I just ran two very long eight pin power cables into the case through the back right to the GPU. Works flawlessly and literally took less than five minutes to set up.
As far as Precision X goes...if you're not currently getting enough power, boosting the settings won't help you any. I'd first make sure the card is powered properly, and then I would go into Precision X and up the voltage; from there slowly increase the core clock by 5-10 mhz until you have artifacting or a driver crash. Then back off a bit. Then once you find a stable core clock, start increasing the memory offset by 20 mhz.
