Preferences not sticking on IOS 10

i have an iPhone 7 running IOS10.2. I turned off the iMessage read receipt option and the Raise to Wake option in settings but it keeps asking me to turn on Read Receipts and switching Raise to Wake back on. Any idea what's happening?

How is it asking you exactly?

With almost every incoming text message I get a pop-up asking me to enable Read Receipts. The Raise to Wake option just turns itself back on

Can you show us a picture of it asking you?

Also, not sure how Raise to Wake keeps turning on, try restarting your device
