I am currently a Verizon customer with a family share plan (2 phones). One of the contracts is up and the other expires on July 28th.

I want to get a new iPhone, I am just curious if I port both numbers over before the 28th, will I get dinged the early termination fee?

I know, it's probably a stupid question, but I am going to have a hard time waiting another 2 weeks :D

you'll probably get charged an ETF on one of the two lines.

But if you have a family plan, doesn't that mean both lines are on the same contract, and have the same end date for the contract?

Well, when I got married, we combined our phones to one account, but we had different contracts... but they never synced up I guess.
