iPhone preserve firmware upgrade to 5.1.1

Hey i am trying to upgrade my iphone 4 to ios 5.1.1 while preserving my modem firmware. i got up to shift+restore and put in NO BB 5.1.1 ios, but after awhile it gives me this message "the iphone could not be used because the apple mobile device is not started" any advice on how i could take care of this problem? its highly appreciated thanks.

Restart, if that doesn't work then you will have to manually start it.

Open the start menu type 'services.msc' hit enter, find Apple Mobile Device, right click and press start.
