How do I make the iPad Pro prevent automatic doenloads and ubdates, etc. when the iPad is connected to a personal hotspot or usingg cellular data and _only_ when it is connected to a personal hotspot or using cellular data?

I like the convenience of automatic downloads when on wifi networks but I'm often using friends' personal hotspots or my own duringn fieldwork and don't want to waste our data!
 
My solution is to give up automatic download completely and opt to manually check the update.
Also, I don’t think iOS (up to 11) can set certain connection as “metered” connection and prevent automatic downloads. (Windows 10 has such feature but cannot set any connection as metered connection)

I don't think you can. That's why I opted for a 4g iPad instead of running it off a hotspot or mifi device, because my iPad would keep syncing and downloading stuff in the background when connected to wifi and chewing up my limited data cap.
