The line height seems to be insufficient when you use the Annotation tool in Preview. That's why the ligature gets cut off.
Preview is too primitive—it doesn't offer functionality to adjust the line height, only the font size. You'll need to use a more advanced app that offers control over the line height and other text-related parameters. Acorn is a nice option, for instance.
